History sometinies repeats itself even in the course of meteorological events, and the winter of 1910-1 1 pre- sented almost a c.ounterpart of the preceding winter- mber, followed by mild weather 111 January and Februaiy. January, 191 1, however, was muc.h milder than January, 1910; indeed, it was a reniarkably warm month and was surpitssed in this respec.t only by January, 1890 and 1907. That the c,urrent month should ha,ve averaged more than 5" above t8he normal throughout' the district is the more remarkable because the hem- perature was decidedly below normal during the middle of the first week, with a severe cold wave on the 3cl to 4th, during which nearly record-breaking minimum tempera- tures occ,urred. Freezing temperatures occurred as far south as the c.entra1 port>ions of the Florida Peninsula. The temperature began to rise rapidly on t,he 7.th : and the remainder of the month, especially in t,lie Gulf Stat'es, was warm and springlike. The growth of vegetation we$ stimulated, 2nd in all of t,he Gulf States peach trees were coming into blooni a t the close of t,he mont,h. With respect also to the distribution of precipitabion, conditions were noteworthy. The rainfall was below the normal in all the Stat,es included in the tlisbrict except in Virginia, but the State averages do not, distiiictly reveal the story of the drought; for the great,er part of the rainfall for the month fell on the 1st t,o it,li, when pre- cipitation was general in all sections except Virginia, and was quite heavy in central Mississippi and Alabama and northern Georgia, while t,he remaintler of the month was very dry, the small amounts of rain occ.asionally received being liardly sufficient to nioist,en the surface of the ground. At the end of January the rivers reached very low stages. Toward the close of the iiioritli rain was much needed to fit the soil for aericultural operations. The anomalous conditions prevafing during the inont'li were perhaps partly caused by the fact that, the district came under the influence of nearly twic,e as many areas of low as of high a tmospheric pressure and that wit'li one exception the areas of high pressure were of moderttt,e forc,e. On the 1st and S d a severe disturbance niovecl from hlissouri to u er Michigan, while a t tlie same tine an inclefinite area o PP ow pressure appeared near the mouth of the Mississi pi River, which estendecl from Georgia northeast to drginia by the morning of the 3d. This depression was accom anied by general rains which were Georgia, where ninny stations reported "-hourly amount,s exceeding 2.50 inches. The lowest atmospheric pressure for the dBtt'ict occurred a t a few stations on the 20th or "lst, and at others on the 30th, in cwnnection with storms of marked force central near the mouth of the St. Law- rence River. The lowest, was '29.53 inches at Ric.limonc1, Va., on the '20th. Except on the 4th in the Gulf St.ates, when the at,mospheric pressure exceeded 30.6 inches, itntl on the 24th in the north At,laiit,ic States, when it exceeded 30:7 inches, the pressure was at no time veiy high. The maximum for t,he month was 3O.S inches at, Norfolk, Va., giving a range for the district of 1.37 inch. The amount of sunshine was slightly below the normal. There was much less wind than usual for the midwinter heavy in portions of K lississippi, Alabama, and northern month and almost no gales. Very light snow fell in the northern portion of the Gulf States on the 3d and 4th, and somewhat larger amounts in North Carolina and Virginia on the 17th and 18th. Dense fog. was observed more frequently than usual, especially LU the Gulf States, chiefly on the 13th, 14th, 20th, 27th, and 28th. TEMPERATURE. Tlie temperature was decidedly above normal in all portions of the district during January, 1911. Tlie exce~s was greatest,, esceecling 8", over the central-western por- tion of the Mississippi area and thence diminished irreg- 111arly toward the east, reaching only 2" a t many stations on tlie Atlantic coast. The mean temperature for the entire district determinecl from all records was 51 " and tlie departure + 5". The monthly means a t individual sbations ranged from 70.3" a t Key West, Fla., to 36.6" a t Hot Springs, Va. Key West was the only station with at mean temperature above 70" and Hot Springs aiid Les- ington, Va., the only points with means below 40". In the eastjern portions of the Atlantic States and the soutli- ern portions of the Gulf States the means ranged from 50" to 60", elsewhere mostly between 40" and 50". Maximum temperatures above 80" were attained in all sections, except Virginia, on various dates. The highest for the district was 88" at Orange Cit8y, Fla., on the 3d. The minimum temperatures were uite low everywhere, 2" at Booneville, Miss.., to l G o a t Anderson, S. C. The cold wave was less severe from South Carolina northward than in the Gulf States, including even Florida. At Montgomery, Ala., the minimum for the month was 14", the lowest temperature for January in 25 years excepting only 12' in January, 1905. At Atlanta the minimum was 12". (Lowest temperature on record a t Atlant,a in January since 1579 was 2' below zero in 1886.) The month opened wit,h warm weather and tempera- tures were above the normal, especial1 in Nort,h Carolina imum for the State on the %l in Florida. A sever6 cold wave followed, and very low temperatures were registered on the 3d, 4th, and 5th throughout the district. During the advent of this cold wttve the most rapid fall in tem- perature took place from the 2d to 3d in Mississippi and Alabama and from the 3cl to 4th in the eastern portmiow of the (listrick. At Meridian, Miss., a niasimum of 61" occurred on the 2cl and tt minimum of 17" on the 3d; at Montgomery 66" on the 2cl and 19" on the 3d; at Atlanta the temperature fell from 52' on the 3d to 12" on the 4th, and a t Thomasville, in the extreme southern part of Georgia, from 66" to 23". In the Virginia area there was a moderate excess in ruin- fall, elsewhere a general deficiency wliicli w a s most, marked in South C'nrolinn, Georgia, and Florida (average deficiency for those three States, 1.50 inch), while the rciinfall was more nearly normal in Alabania mid hiissis- sippi. The total precipitation was under 2 inches orer nearly all of Florida, tlie soutlieasterii linlf of C; eorgici, inost of South Crtrolina, and the ceii trnl-sou thern ant1 cotlst regions of North C'arolina. Tlie minimuni for the district urns 0.23 incli a t Arcaclia, Fla., closely followed by 8t. George, Ga., with 0.24 inch. The region of niaxiniiiiii 1-ainfall of from 4 to over S inches is found in northwestern Georgia, iiortliern Alabama, and the Mississippi tires. The greatest monthly total in this section was 9.46 inches at Uniontown, Ala. Heavy rains also fell in the nioiin- taiiious portions of Virginin, wliere the greatest amomnt was 8.77 inches a t Newcastle. 't'he Iurgest State iiverage of unmelted snow was 3.1 inches for Virginia, and the greatest total for the month was 6.2 inches a t Hot Springs. The maximum fall in 24 hours was 5 .S inches zit Lynchburg, Va., on the 17tli-lSth. RIVER CONDITIONS. A moderate freshet occurred in tlie James River with a stage of 30.6 feet a t Columbia, Va., on the 4th (floo~l stage 1s feet) and 9.6 feet a t Richmond, YR., on tlie 5th (flood stage 10 feet) for which ample warnings were issued. All the rivers of eastern North C'arolina rose decidetlly during the first decade, but fell rapidly to low stages during the middle and latter part of the month. The Roanoke rose froni 12.8 feet on the 2d to 35.5 feet on tlie 5th (flood sta e 30 feet); the Tar River just reached the flood stage tit. 6 rreenville, N. C'. In South Carolina flood stages were reached in the Smtee River a t Fergusoii niicl Himini, ant1 the Wateree iincl Great Peclee were high during the early part of the month, hut no clamage resulted and the rivers declined to low stages near the close of the month. Floocl stages were not oven approximately attained by siiy of the rivers of Georgia ; extremely low stages pre- vailed during the latter part of the month, nnd the nionthly meniis were niucli below the nornial. Mr. Pittrick H. Sniytli, section director, Montgomery, Ala., macle the following report on the floods of January in Alabama: At 7 a. in. January 2, from 3 tlJ 5 inches of rain had fallen over the waterbhed of the Tornbigbee and Black Warriur Rivers and the river stages at Tuscaloosa and Demopolis were uite high. Flood warnings were issued and a stage of 55 feet WBA preiicted for the Black Warrior a t Tuscaloosa and 43 feet for the Tombigbee a t Demopolis. The warnings were fully justified. The highest stage at Tuscaloosa was 58 feet a t about midnight of January 3 4 , and the crest reached 41 feet at Demopolis on January 10. The lowlands near these places were inun- dated. As flood stages did not occur at the same time in the Alabania River the river stages near the confluence C J f the Alabama and Tombig- bee were moderate. C'attle to the value of 130,000 were removed from the lowlands. The high stages were important to lumber and milling intereRts, permitting the rafting of timber to the value of $30,000. The following report of floods in the Pearl and Pasca- goula Rivers of Mississippi wus furnished by Mr. Frank hiontgomery, ofici:il in chnrge of the station tit Meridinn, Miss. : The unusually heavy rains of January 1 and 2 ranging from 3 to 6 inches over nearly the entire watershed of the Pearl and Pascagoula Rivers would have caused disastrous floods had they occurred in the sprinq when the soil is anturated and the pools are full of water. In this instance, however, considerable quantities of water were retained by the soil arid collected in p w )l n and did not reach the rivers. Flood rvnrninp were issued on Janunrv 3. A great deal of stock is pastured on Honey Island near Pearl River, La., during the winter months, and stockmen depend on the river warnings of thr Weather Bureau for protection. About $2,000 north of timber was lost on the lower Pearl River A big log jam formed about 2 mile# up the Pasca- goula from the large niillH at hlovs Point, Miss, but was loosened up safely without loss during the latter part of the month. MISCELLANEOUS PHENOMENA. West, to southwest wind prevailecl during the month in the States bordering the Atlantic north of Florida, northeast winds in Florida, and southerly winds in Ala- bama itncl Mississippi. The average wind movement was smaller t1n:in the normitl for the midwinter month, and a wind velocity exceeding 40 miles :in hour occurred a t but one point,, Hatteras, N. e., where 42 miles from the southwest was registered on the 30th. The mean hourly wind inoreiiient exceeded 10 miles a t Norfolk, Hatteras, Atlanta, Jupiter, Key West, and Pensacola. The number of cleur tliiys was greatest in Florida (18) and gradually tliniinished northwarcl and westward to 12 in Virginia ant1 only 8 in Mississippi.
