Tlie precipitation was generally light, being below the normal, except in a few localities in Louisian;t and the Mississippi area. Over Oklalionia, western -4rkaiisas, and tlie Kansas, Texas, Colorado, ant1 New Mexico areas, tlie amounts of precipitation were small, and many localities received no rain. In those sections tlie drought was severe at the close of the niontli, alii1 farming operations were being materially in terferet 1 wi tli. TEMPERATURE. Mean temperntures for the month were above tlie nor- mal, the clel~artures ranging generally from + 4.1 " to + 11.7". Tlie maximum temperatures renclied or ex- ceeded SOo in all States aiitl areas, except in tlie Tennessee area, ancl 90" or higher was recurcled in parts of Oklalioniii, Louisinna, and the C'oloraclo and Texas nrens. The high- est recorded was 95", nt Hoehne, C'olo. hlininiuiii teiii- peratures for the month were generally below freezing, ii minimum of 26" being recorded at Burrwoocl, La., on the Gulf Coast. In the northern part of Louisiana and in cen- tral hfississippi minimum temperatures were below l(Jo. Over tlie remainder of the district, niontlily niiiiiniuiiis were below zero, and temperatures of 10" below zero or lower were recorded during the first four clays of the month in Oklahoma, and tlie Tennessee, It about 1.1 inch. Tlie amounts from 10 stations in the Vercligris Valley averaged 0.31 inch, being about 1 .O below the normal, and the average from 16 sta- tions in the Neosho Valley was 0.2s inch, tlie deficiency being &out 1.3 inch. Over the portion of the Arkansas Valley proper lying helorn the Oklalioma-drk:tnsas line, the prec-ipitation w t s unevenly clistributed, but generally light, the average amount from 15 stations being 0.SS inch, about 2.r) inches below the normal. Red River crnd tributczi.ies.-Tliere was less than tlie nornial precipitation throii.ghout this drainage area, ex- cept at a few scattered stations in Louisiana. Over those portions that lie in New Mexico, Texas, ancl Oldalioma, the average from d l stations was 0.24 inch, being about 1.2 inches below the normal. Below tlie Texas-Arkansas line the precipitation was heavier, the average from 16 stations being 1.94 inches, about 1.7 inches below the normal. Jfississip? south of St. Louis nnd small tributuries.- Less than t ie normal amount of precipitation occurred over this clrainage area, except in the extreme eastern portion, where there was an excess a t a few stations. In the immediate hlississippi Valley the amounts from 42 stations averaged 2.01 inches and tlie deficiency was about 2.5 inches. The precipitation averaged about 0.50 inch over tlie Valley of tlie Mernmec and tlie deficiency was about 2 inches. The average from 19 stations was 1.73 inches, being about 3.3 inches below tlie normal. Louisiana coastal plnin.-Heavy precipitation occurred a t a few stations in this area, but with some except, ions tlie amounts were below the normal. The average from 38 stations was 3.05 inches, being about 1.2 inches below the normal. Monthly precipitation and departures from the normal for the various States and parts of States are reported as follows: Colorado area, 0.50, -0.28; New Mexico area, 0.14, - 0.1s; Texas area, 0.21, - 1.43 ; Kansas area, 0.20, -0.65; Oklahoma, 0.21, - 1.04; hhsouri area, 0.44, -2.33; Tennessee area, 3.4i, -2.48; Arkanstis, 1.03, -3.11; Mississippi area, 3.67, -0.85; Louisinna, 2.98, - 1.39. SNOWFALL. Snow occurred generally north of tlie thirtieth parallel, except that there was none in niany localities in Louisima, Oklahoma, Arkansas, and tlie hIissouri and Texas tireas. The amounts were small, as it rule, ranging from a trace to 3 inches, generally, except in the mountainous portions of the C'olorado and New Mexico areas, where they ranged from a trace to 31 inches. In Colorado, only one station in bhe Arkansas Basin, Leadville, reported more than the iiormal snowfall during the month, while a t stations on tlie watersheds of the southwestern portion of the bnsin a iiiarked deficiency was general. The average tleptli as shown on snow scales in the Arkansas Basin wiis 5 inches less tliaii the normal. C'onsideritble drifting occurred. and nlthougli some very low night temperatures were recorded, liigh day temperatures were general, facilittiting the settling and solidifying of the drifts. Rain, an unusual thing in Colorado in January even at low altitudes, w~is reported from a number of high-level stations. In New Mexico, over the Canadian watershed, very light precipi- tation occurred, and the depth of snow stored is small. Only the highest parts of tlie main range have snow niitl the cleptli there is very small. At! the close of the nioiit,li there was no snow on the ground tit ordinary elev a t' lolls in this district, and the prospects for irrigation water for the corning season in Coloraclo and New hlexico are veiy poor. Tlie average snowfall (in inches) for tlie various States and areas, derived from t81ie records of such stations as reported snow, is as follows: C'olorrttlo area (35 stations), 6.7; New hlesico area (:34 stations), 1.5; Texas area (7 stations), 0.2; Kaiisns area (50 st8a- tions), 0.1 ; OHahoma (10 stations), trace; Missouri area (S stations), 0.1; Tennessee nrea (10 stntions), 5.2; Arkansas (28 stations), 0.3 ; Mississippi area (40 stations), 1.5 ; Louisiana (20 stations), 0.9. RIVERS. I n Oklahoma there was no material change in the con- dition of the rivers and tributaries during the month. Low water continued in the Red River and its tributaries. No changes occurred in tlie Arkansas and navigation was suspended during the month. Low stages continued in tlie upper White, but the lower White ranged from 10.7 feet to 17.1 feet and was navigable. Only slight changes occurred in the Ouachita and low stages prevailed througliout tlie month. Below St. Louis the Mississippi rose a t hlemphis from the 1st until the 13th; this rise passed into the Gulf on the 20th, and WAS followed by n slight fall for a few days. The river was rising at all stntions a t the close of the month . NOTES. Tutiiu, Tu-The weather has been extremely warm and veiy dry. Seven-tenths of the winter wheat has not sprouted nncl niuch that sprouted is cleacl. Wzhjic7~7, Tu.-Since tlie freeze in the early part of the month tlie weather litis been warm and spring like. Buds on tlie fruit trees are swelling. OkZahomn (J. Peinbertoii Slaughter, Section Direc- tor) .-The weather during the month was notably wami iind diy. The metin tempera ture 'ust eqiiziled the high recorded in Okla~ionia during Jttnuary occurred over tlie greater part of the State on the 31st. The precipitation averaged less thin 20 per cent of the normal and was the lightest of record for Januai?;. As a result of the long- continued drought, copious rnins are needed to put tlie soil in condition for spring planting. Tlie scarcity of water continues in niany sections. J f i ~.v o w i (George Reecler, Section Director) .-As a result of tlie mild wenther, early varieties of shrubs were budding and leafing and tlie soft maple was in bloom in tlie extreme southeastern counties atr the close of the month. Peach buds have been forced to some extent,, but fruit, generally, is reported unimpaired. Weather conclit8ions were generdly favorable for agricultural, c'oiiiniercid, and transportation interests. drkunscrs (H. F. Alciatore, Section Director).-This was tlie driest nnd with one exception (1907) the warm- est January esperiencecl during the last 21 yetirs. The uiiseasoiiably high teniperature during the last decade was uiifavorable to agricultural interests of tlie north- western part of tlie State. record of Januarv, 1907.
