QENERAL SUMMARY. Although temperatures for the month averaged below the normal, there was about the U S L I ~~ aniount of sun- shine. There were no well-defined warm or cold peri- ods, the nionth showing reninrkable evenness of temperti- ture from da to day. The precipitation wits slightly the mild temperatures wllicli o )crated to soliclify and on the ground in mountainous sections. Much of the snow now on the ground fell early in the winter and is therefore quite conipact and favorably conditioned for gradual melting which will tend to gve a late flow of water equal to or esceeding tlie.nornia1. As there wns but little snow on the winter feeding groiinds, range stock was enabled to keep in excellent condition. The mean temperature for the month was below the normal in all sections of the district, except in the north- ern valleys of the Flathead country in Montana, where it was sliglitly above tlie nornial. The deficiency averaged eatest over the high plateau in central and southeastern gregon, where the L I ~~U S U ~~ number of clear ni lits favored rapid radiation. Alon the Oregon coast, w P iere marked de Iartures are U ~U S U ~~, tlie niean tem eratures in this case being due to the absence of the stornis and the accompanying warm southerly winds that character- ize February weather along the North Pacific coast. The temperatures were more nearly normal in western Wash- ington. The deficiency throughout the district was clue to uniformly cold weather rather than to estrenies of cold, the lowest temperatures recorded being not unusually low for this month. As determined froni the records of 344 stations, the average niean temperature is 89.6', or 3.3' below the dis- trict average. The niean temperatures ranged between 43.2' at Newport on the Oregon coast, and S.1' at Snake River, Wyo., on the headwaters of the Snake. The high- est temperature recorded, 69', occurred at Gold Basin, Wash., on the lst, and the lowest, -33', on the 27th at Pleasant Valley, Mont. East of the Cascade Mountains, the highest temperatures occurred durinc. the first decade, but west of the mountains they occurref generally during the latter part of the month. The last week was the coldest penod. were very 1 ow compared with tlie normals, the c P eficiency PRECIPITATION. The precipitation for the month for the entire district averaged nhout 54 per cent of the normal, the greatest deficiency being along the coast, wherc it reached 10 inches in southern Oregon. A few scattered stations in the eastern portion of the district report a slight excess, but on the whole the most striking peculiarity of the month's weather was the remarkably light preci litation. niontli, the heaviest falls occurring generally from tlie 10th to the 15th. Tlie average as debernlined from the records of 333 sttttions, is 3.09 inches, which is 1.53 inches below the nornial amount for the district. The greatest amount re- corded in 24 hours wits 3.20 inches on the 13th at Glenora, Oreg., in the coast drainage area. The rivers throughout the district were below the nor- mal for tlie month. With the escepbion of tlie Snake River t,he stages were uniformly lower than those for January. The highest stages were reported near the first of the nionth and the lowest on the last, few days. In most cases tlie lowest occurred on the 2Sth. Tlie Columbia River averaged 1.S feet, which is 1.3 feet below the normal for the month, being 3.3 feet below at The Dalles and 1.8 feet below at Vancouver. Compared with tlie January mean stage, the average was 0.3 foot lower. Tlie WilIamette River avercaged 5.3 feet, which is 2.1 feet below the Februniy normal, being 3.2 feet below at Wil- s o n d e and 2.8 feet below at Salem. The highest stage reported wns 11.5 feet at Wilsonville on the 3d. A stase of 16.3 feet w~ns reached at McMinnville on the Paniliill River on the 14th. Tlie Snake River averaged 3.4 feet, which is esnctlg normal. Tlie highest stage reported was 7.2 feet at Lewiston on the 3d and the lowest was 1.6 feet at the same lace on the 28th. The most estensive of the earlier works to be con- structed under tlie terms of this act in the State of Idaho was the project of the Twin Falls Land & Wator Co. This coiiipany entered into a contract with trlie State of Idaho in t’lie year 1903 for tlie construction of the irrigation sys- teni now covxed by wliat is generally known ns the Twin Falls South Side Project. The contract called for tlie construction of n clam in Snake R.iver a t the resent town nn elnborate system of laterals. These works cover an area of 315,000 acres, approsinintely 150,000 acres of which are already in cultivn tion. The growt>li of towns has been rapid. The town of Twin Falls, the wincipal town on t,lie l h r c h , 1905, now has a popula.tion of over 7,500. The area under this cannl is approxi- mately 230,000 acres. Very heavy work WRS encountered in building tlie fiist 4 miles of tmlie main canal on this proj- ect, and in order to secure efficient service this section of tlie cannl was lined with concrete, giving it a capacity of 3,350 cubic feet per seconcl.
